The inauguration of re-elected President Yoweri Kaguta Museveni will occur at Kololo Independence Grounds in Kampala May 12. Several African leaders and other dignitaries will attend the event, though officials have yet to announce the exact proceedings.

Opposition groups may organize spontaneous demonstrations ahead of and during the inauguration; clashes have occurred during the election campaign due to the heightened political tensions. Security forces may forcibly disperse any anti-government protests that materialize with water cannons, tear gas, rubber bullets, and possibly live ammunition. The US Embassy has issued a message highlighting possible disruptions and the elevated risks of violence, opportunistic crime, and the spread of COVID-19.

Authorities will probably increase security and implement roadblocks and identity checks around sensitive sites and hotels in Kampala through May 12. Road closures are also likely in the vicinity of the event site ahead of and during the inauguration. Heightened security measures will likely prompt road transport disruptions, including routes to and from Entebbe International Airport (EBB) as dignitaries arrive and depart.

Context

Museveni won the presidential election with 58 percent of the votes, while opposition figure Robert Kyagulanyi Ssentamu - also known as Bobi Wine - won 35 percent. Ssentamu has rejected the vote count, claiming that the election process was fraudulent.
