Sudan: Further protests possible nationwide following June 8 fuel price increase

Additional protests possible across Sudan into late June following recent major fuel price hike.

Warning

Event

Further anti-government protests are possible in various cities across Sudan in reaction to the government's recent termination of national fuel subsidies - a move that suddenly caused the prices of gasoline and diesel to double. Demonstrations over the issue initially broke out in several locations, including Khartoum, Bahri, and Omdurman, June 19-10, with protesters reportedly burning tires and blocking roads. Activist groups have called for similar actions to continue until the government reinstates the subsidies.

Although organizers have as yet released no details of specifically planned protests, such gatherings are most likely to occur in major cities such as Khartoum, Omdurman, Port Sudan, Kosti, Kassala, and El Damazin. Security personnel will likely use force to disperse any unruly rallies that materialize; clashes are possible. Localized traffic and commercial disruptions are likely near all protest sites. Labor unions, particularly those operating in the transport sector, could organize strikes in an effort to put pressure on the government.

Context

Sudan has been gradually eliminating fuel subsidies under a set of IMF-approved economic reforms. In early April, gasoline and diesel prices jumped 28 percent and 8 percent respectively due to steps taken as part of the program. However, the June 8 move by the Ministry of Finance removed all fuel subsidies completely, causing prices to jump 100 percent. The increase in fuel prices could ultimately bring a hike in transport and food costs over the coming months, potentially increasing protest activity nationwide.

Advice

Avoid all demonstrations as a precaution. Liaise with trusted contacts regarding possible demonstration sites. Do not attempt to drive through areas where protesters are blocking roads. Allow additional driving time if operating near protest venues and affected areas. Leave the area immediately and seek shelter in a secure location away from government buildings if violence erupts nearby. Plan accordingly for freight delivery delays.
