Heavy rainfall causes flooding in northern and western Philippines as of July 28; disruptions occurring.
Event
Heavy rainfall has resulted in localized flooding in parts of northern and western Philippines as of July 28. Authorities evacuated at least 80,000 people and have set up 318 emergency shelters across the affected area. Reports indicate at least one fatality and up to three injuries, and damage to around 1,922 infrastructure and 774 houses. Power outages are also occurring across the affected area.
The Philippine Atmospheric Geophysical and Astronomical Services Administration has issued a weather advisory for moderate to heavy rain across the Ilocos Region, western Central Luzon, southern Cordillera Administrative Region, and northeastern Mimaropa through at least July 29. Light to moderate rains are forecast for far northern Cagayan Valley, the rest of Central Luzon, northern Cordillera Administrative Region, central Mimaropa, and the National Capital Region. Additionally, Red Flood Warnings (second-highest level on a four-tier scale) are in place for rivers and their tributaries in Ilocos Norte, Ilocos Sur, La Union, and Pangasinan provinces in the Ilocos Region. Orange Flood Warnings (third-highest level on a four-tier scale) are in effect for rivers and their tributaries in Abra, Apayao, Benguet, Ifugao, Kalinga, and Mountain Province provinces in Cordillera Administrative Region.
Transport
Flooding could block regional rail lines; freight and passenger train delays and cancellations are possible in areas that see heavy rainfall and potential track inundation.
At least 13 roads and bridges are impassable. Floodwaters and debris flows may render additional bridges, rail networks, or roadways impassable, resulting in overland travel disruptions in and around affected areas. Ponding on road surfaces could cause hazardous driving conditions on regional highways. Authorities could temporarily close some low-lying routes that become inundated by floodwaters. Severe weather could also trigger flight delays and cancellations at regional airports.
Localized business disruptions are likely in low-lying areas; some businesses might not operate at full capacity because of flood damage to facilities, possible evacuations, and employees' inability to reach work sites. Further disruptions to electricity and telecommunications services are also possible where significant flooding impacts utility networks. Residual disruptions are likely once flooding has subsided as authorities work to clear debris and any flood damage.
