Estonia: Authorities maintaining COVID-19 restrictions nationwide as of Aug. 9 /update 31

Estonia maintains COVID-19 measures as of Aug. 9. International entry and domestic restrictions remain in place.

Authorities are maintaining measures imposed to combat the spread of COVID-19 as of Aug. 9. Travel is permitted from the EU and Schengen Area-associated countries and Albania, Armenia, Australia, Azerbaijan, Bosnia and Herzegovina, Brunei, Canada, Hong Kong, Israel, Japan, Jordan, Kosovo, Lebanon, Macau, Moldova, Montenegro, New Zealand, North Macedonia, Qatar, Saudi Arabia, Serbia, Singapore, South Korea, Taiwan, Ukraine, the UK, and the US. Authorities designate these countries as green, yellow, or red based on local disease activity. Travelers from green countries or travelers who possess proof of vaccination or recovery from COVID-19 may enter without restriction. Travelers who are not vaccinated or have not recovered from COVID-19 entering from yellow or red countries must possess a negative PCR test taken within the 72 hours prior to arrival or a negative antigen test taken within the 48 hours prior to travel or otherwise submit to a test on arrival. Such travelers from red countries must also self-isolate for 10 days on arrival; this can be ended early following a negative result to a second test no fewer than six days after the first.

Authorities permit nonessential travel for individuals with certificates of vaccination or recovery from COVID-19 from all countries; such individuals traveling using a recovery certificate must also possess a negative COVID-19 test meeting the above requirements to present on arrival. Non-essential travel from countries not listed above for individuals who are not vaccinated or recovered from COVID-19 is prohibited. All permitted travelers must fill out an online health declaration before arrival.

Domestic Restrictions

Most nonessential businesses are operating, provided they adhere to strict hygiene and social distancing measures. Catering establishments must adhere to capacity limits for indoor service. A maximum of 12,000 people can attend outdoor public events, and up to 6,000 people can attend indoor public events. Facemasks are mandatory on public transport and recommended for other enclosed public spaces.

Authorities could reimpose, extend, further ease, or otherwise amend any restrictions with little-to-no notice depending on disease activity over the coming weeks.

Follow all official instructions. Abide by national health and safety measures. Reconfirm all travel arrangements. Consider delaying traveling if experiencing symptoms associated with COVID-19, as they may prompt increased scrutiny and delays. Liaise with trusted contacts for further updates and guidance. Maintain contact with your diplomatic representation. Ensure contingency plans account for further disruptive measures or extensions of current restrictions. Reconsider and reconfirm nonemergency health appointments.
