Iran: Anti-government protests likely to continue in Khuzestan Province through end August /update 2

Anti-government protests likely to continue in Khuzestan Province, Iran, through end August. Increased security, disruptions likely

Warning

Event

Anti-government demonstrations will likely continue in Khuzestan Province through at least end August following recent violent clashes between security forces and protesters that killed at least 10 people. Protests initially broke out July 15 in response to water shortages but took an anti-government turn as demonstrators blamed officials for the problems and called for regime change. Authorities have arrested dozens of protesters and blocked internet services to prevent people from mobilizing.

Potential sites for likely future gatherings include public squares, government buildings, and city centers. Demonstrators may burn tires and barricade main roadways. Localized ground transport and business disruptions are probable near protest sites. Security forces will almost certainly continue to monitor and respond to all gatherings and roadblocks. Further clashes between police and protesters are possible, particularly if demonstrators are overly disruptive or ignore police orders to disperse.

Context

While water shortages have become increasingly common in Iran's southern provinces recently, protesters allege that the situation this year has been compounded by government mismanagement. Notably, protesters blame the government's policy of diverting water resources to Iran's central provinces. The diversion has posed a serious problem for agriculture, which is the second largest industry in Khuzestan. Many of the protesters who turned up were farmers whose crops and livelihoods have been affected by the shortages.

Advice

Avoid all demonstrations due to the potential for violence. Do not attempt to drive through areas where protesters are blocking roads. Confirm the availability of transport and allow additional travel time if operating near demonstration venues and affected areas. Monitor local media for protest activity, as organizers may not announce plans in advance. Plan for increased security and localized transport disruptions near demonstrations. Follow all police instructions.
