Estonia: Authorities maintaining COVID-19 restrictions nationwide as of Sept. 9 /update 32

Estonia maintains COVID-19 measures as of Sept. 9. International entry and domestic restrictions remain in place.

Authorities are maintaining measures imposed to combat the spread of COVID-19 as of Sept. 9.

Travel Restrictions
All persons entering Estonia by air must complete a traveler's questionnaire, available by clicking here. Travelers who can prove they are fully vaccinated may enter Estonia without abiding by other COVID-19-related entry restrictions after completing the questionnaire. Authorities also permit nonessential travel for individuals with certificates of recovery from all countries; such individuals must also present upon arrival a negative PCR test taken within the previous 72 hours or a rapid antigen test taken within the previous 48 hours.

As of Sept. 9, travel is permitted from the EU and Schengen Area-associated countries, as well as Albania, Armenia, Australia, Azerbaijan, Bosnia and Herzegovina, Brunei, Canada, Hong Kong, Israel, Japan, Jordan, Moldova, New Zealand, Qatar, Saudi Arabia, Serbia, Singapore, South Korea, and Ukraine. Authorities designate these countries as green, yellow, or red based on local disease activity.

Travelers from green countries may enter without restriction. Travelers who are not vaccinated or have not recovered from COVID-19 and enter from yellow or red countries must possess a negative PCR test taken within the 72 hours before arrival or a negative antigen test taken within the 48 hours before travel or otherwise submit to a test on arrival. Travelers from red countries must additionally self-isolate for 10 days on arrival; this can be ended early following a negative result to a second test no fewer than six days after the first.

Non-essential travel from countries not listed above is prohibited for individuals who are not vaccinated or recovered from COVID-19.

Domestic Restrictions
Most nonessential businesses are operating, provided they adhere to strict hygiene and social distancing measures. Catering establishments must adhere to capacity limits for indoor service. A maximum of 12,000 people can attend outdoor public events, and up to 6,000 people can attend indoor public events. Public events and establishments may require visitors to present EU Digitial COVID Certificates to enter. Facemasks are mandatory on public transport and recommended for other enclosed public spaces.

Authorities could reimpose, extend, further ease, or otherwise amend any restrictions with little-to-no notice depending on disease activity over the coming weeks.

Advice

Follow all official instructions. Abide by national health and safety measures. Reconfirm all travel arrangements. Consider delaying traveling if experiencing symptoms associated with COVID-19, as they may prompt increased scrutiny and delays. Liaise with trusted contacts for further updates and guidance. Maintain contact with your diplomatic representation. Ensure contingency plans account for further disruptive measures or extensions of current restrictions. Reconsider and reconfirm nonemergency health appointments.
