Several activist groups plan to stage demonstrations across Sudan, Oct. 21. The purpose of the action is to demand a return to civilian-led government in the country. Although organizers have as yet released no details concerning times and locations for protests, such gatherings will most likely occur in major cities, including Khartoum, Omdurman, Port Sudan, Kosti, Kassala, and El Damazin. A separate but related sit-in protest demanding the dissolution of the cabinet is continuing outside the Presidential Palace as of Oct. 16.

Security personnel will probably use force to disperse any unruly rallies that may materialize. Clashes between rival groups of activists or between police and demonstrators cannot be ruled out. Localized traffic and commercial disruptions are likely near all protest sites. Additional, related demonstrations are possible over the near term, particularly if security forces forcibly disperse activists on Oct. 21.

Context

The security and political situation in Sudan remains fragile. A combination of military and civilian leaders have led the country since the overthrow of former President Omar al-Bashir regime in 2019. Tensions between the military and pro-civilian government elements have been particularly high following a failed coup attempt by al-Bashir supporters in September. Supporters of the civilian-led government have denounced the coup and demanded reforms in the military, paramilitary, and other security services which they assert are still controlled by al-Bashir followers.
