Event

The Islamic State (IS) has claimed responsibility for a bombing that killed one person and injured three others in the Komanboga neighborhood, Kawempe Division, Kampala late Oct. 23. Preliminary security reports indicate that three men entered a restaurant and placed an explosive device under a table that detonated after the assailants left. Even though IS said it was behind the attack, bomb experts announced that the explosive was made of local materials suggesting a domestic act of terrorism.

Context

IS has a presence in eastern DRC through its Islamic State's Central Africa Province (ISCAP). The group is also allied with the Islamist militant Allied Democratic Forces (ADF), which has conducted multiple attacks in eastern DRC in 2021. It remains unclear whether ADF is part of ISCAP. Before the recent incident, IS claimed a bombing targeting a police station in Kawempe, Oct. 8. In recent years, Ugandan security forces have also foiled several plots involving the Somalia-based al-Shabaab group and its sympathizers. Uganda remains a target due to its involvement in the African Union Mission in Somalia (AMISOM).

Despite the terrorist threat, the last major attack in Uganda occurred in 2010 when twin bombings in Kampala targeting fans watching the football world cup final left 76 people dead.

Advice

Exercise increased vigilance while operating in Kampala. If possible, avoid crowded areas, including bars, pubs, public squares, bus stations, military installations, and other areas with a substantial tourist or security presence.
