Veterans of the Soviet-Afghanistan War and their supporters are demonstrating in Kyiv Oct. 19 to demand adequate housing and reform of their pension entitlement. Approximately 1,000 participants have gathered outside the Presidential Administration Building on Bankova street. Police crowd-control measures could prompt localized disruptions until the event has dispersed. Previous such gatherings have turned violent and isolated clashes between police and protesters are possible, particularly if the latter become unruly or attempt to breach police cordons. While bystanders are unlikely to be targeted in any clashes, they would face a significant incidental threat.

Advice

Avoid the vicinity of the protest and allow additional time for travel near the Bankova street Oct. 19. Heed instructions from security personnel and leave the area immediately at the first sign of a confrontation.
