Authorities are continuing to enforce COVID-19 restrictions in Phnom Penh as of Nov. 15. The government has allowed all public gatherings to resume without limits on attendance, though participants must practice social distancing. Other measures remain in effect. Eateries and establishments that can operate may sell alcohol products. Facemasks remain mandatory in public areas. Most schools have reopened, with the exception of kindergarten establishments. Restaurants must operate according to health protocols. Individuals must show vaccination cards to enter schools, malls, and businesses in Phnom Penh. Officials plan to allow some entertainment venues, including nightclubs, bars, and karaoke venues, to reopen from Dec. 1.
Officials may designate red, orange, and yellow zones in specific neighborhoods based on local COVID-19 activity. Most businesses may operate on-site in yellow zones provided they adhere to certain health protocols. Residents in areas classified as orange zones must stay at home unless responding to emergencies or working in essential industries; only essential businesses can operate on-site in these locations. Authorities will prohibit residents from leaving their homes in red zones, except for medical emergencies; essential services may operate in those areas.
