Event

Authorities are maintaining measures imposed to combat the spread of COVID-19 as of Nov. 11.

International Travel Restrictions
All persons entering Estonia by air from any location or via other means from non-Schengen countries must complete a traveler's questionnaire, available by clicking here.

Travelers who can prove they are fully vaccinated or recovered from COVID-19 may enter Estonia without abiding by other COVID-19-related entry restrictions after completing the questionnaire.

As of Nov. 11, travel is permitted from the EU and Schengen Area-associated countries, as well as Argentina, Australia, Bahrain, Canada, Chile, Colombia, Jordan, Kuwait, Namibia, New Zealand, Peru, Qatar, Rwanda, Saudi Arabia, Singapore, South Korea, Taiwan, UAE, UK, Ukraine, and Uruguay. Authorities designate these countries as green, yellow, or red based on local disease activity.

Travelers from green countries may enter without restriction. Travelers who are not vaccinated or have not recovered from COVID-19 and enter from yellow or red countries must possess a negative PCR test taken within the 72 hours before arrival or a negative antigen test taken within the 48 hours before travel or otherwise submit to a test on arrival. Travelers from red countries must additionally self-isolate for 10 days on arrival; this can be ended early following receipt of a negative result from a second test taken no fewer than six days after the first.

Nonessential travel from countries not listed above is prohibited for individuals who are not vaccinated or recovered from COVID-19.

Domestic Restrictions
Most nonessential businesses are operating, provided they adhere to strict hygiene and social distancing measures. Evidence of vaccination or recovery from COVID-19 or a recent negative test is required to access many services and facilities and attend large events. A maximum of 12,000 people can attend outdoor public events, and up to 6,000 people can attend indoor public events. Wearing a facemask is mandatory on public transport and in other enclosed public spaces.

Authorities could reimpose, extend, further ease, or otherwise amend any restrictions with little-to-no notice depending on disease activity over the coming weeks.

Advice

Follow all official instructions. Abide by national health and safety measures. Reconfirm all travel arrangements. Consider delaying traveling if experiencing symptoms associated with COVID-19, as they may prompt increased scrutiny and delays. Liaise with trusted contacts for further updates and guidance. Maintain contact with your diplomatic representation. Ensure contingency plans account for further disruptive measures or extensions of current restrictions. Reconsider and reconfirm nonemergency health appointments.
