Activists led by the Capitulation Resistance Movement will demonstrate in Kyiv on Nov. 21 to mark the Day of Freedom and Dignity and denounce perceived failures of the government. Participants will gather in Independence Square (Maidan Nezalezhnosti) around 17:00; attendance will likely be in the low thousands.

Smaller events and demonstrations are possible elsewhere in central Kyiv to mark the day. Senior government figures earlier conducted official commemorative events with only journalists in attendance, likely due to COVID-19 concerns; however, unofficial gatherings can attract large crowds. Authorities will likely introduce security measures, including movement restrictions, around any such events; spot searches of vehicles and individuals are possible in the vicinity of any public gatherings. Localized disruptions are likely around any demonstrations; clashes between rival activists, including between nationalists and pro-Russia separatists, cannot be ruled out. In the event of unrest, security forces could respond with water cannon, tear gas, or rubber bullets. While foreign nationals are unlikely to be targeted by violence, bystanders could suffer collateral injury.

Avoid demonstrations and concentrations of security forces. Allow extra time for travel in central Kyiv. Remain polite and nonconfrontational if questioned by police. Leave the area immediately at the first sign of a confrontation.
