A protest denouncing COVID-19 vaccinations and related restrictions is ongoing in central Kyiv the morning of Nov. 24. Several hundred activists are gathering outside the Verkhovna Rada on Mykhaila Hrushevskoho Street ahead of a march through the city center; several roads have been partially closed to facilitate the march, including Mykhaila Hrushevskoho Street, European Square, Khreschatyk Street, Tarasa Shevchenko Street, and Volodymyrska Street. Police state road closures will be in effect until at least 17:00.

Police have deployed heavily to monitor the event. Large concentrations of security forces have been reported on Instytutska Street and in Mariinsky Park. Security measures could prompt additional localized disruptions until the event has dispersed. The activists have gathered in defiance of COVID-19 restrictions prohibiting large gatherings and mandating facemasks in public spaces. Mass arrests may occur if the police consider any protester to have violated COVID-19 protocols. While low-level scuffles are possible, significant violence is not anticipated.
