Environmental activists are planning to protest outside the Government of Serbia building in Belgrade from 14:00 Dec. 18 to denounce land expropriation laws in connection with lithium mining, among other issues.

Although organizers say they will refrain from causing disruption on this occasion, a heavy police presence is highly likely around the gathering. Large crowds and associated security measures are likely to prompt localized disruptions. Current COVID-19 measures in Serbia severely restrict public gatherings. Police could disperse participants deemed to be breaching COVID-19 restrictions. Additionally, the police could clash with protesters who attempt to blockade major roads or demonstrate in undesignated areas. Any violence would pose an incidental threat to bystanders.

Context

Related demonstrations around the country in recent weeks have caused significant traffic delays in the affected areas. Previously affected areas include Belgrade's Gazela Bridge, Novi Sad's Varadin Bridge, as well as main routes in Kragujevac and other major cities. Protesters have previously blockaded major roads or marched through city centers, and further such activity cannot be ruled out.
