Environmental protests in cities across Serbia Dec. 4; protest confirmed in Belgrade at 14:00. Increased security, disruptions likely.

Informational

Event

Environmental activists call for protests in urban centers across Serbia Dec. 4 to denounce land expropriation laws in connection with lithium mining. A demonstration is confirmed in Belgrade: activists will gather on Gazela Bridge in an attempt to blockade the major road for at least an hour from 14:00. A similar protest Nov. 27 prompted a major police operation and resulted in significant traffic delays in the area for several hours. Though unconfirmed, precedent suggests large related gatherings will likely take place near Novi Sad's Varadin Bridge, as well as in Kragujevac and other major cities on the day. Participants may attempt to blockade major roads or march through city centers. Attendance at demonstrations will likely be in the low to mid-thousands.

A heavy police presence is highly likely, particularly in Belgrade. Large crowds and associated security measures are likely to prompt localized disruptions. Current COVID-19 measures in Serbia severely restrict public gatherings, particularly in Belgrade, where gatherings in excess of five persons are banned. Police may disperse participants deemed to be breaching COVID-19 restrictions. Additionally, the police may clash with protesters who attempt to blockade major roads or march in undesignated areas. Any violence would pose an incidental threat to bystanders.

Advice

Avoid all protests as a standard precaution. Monitor local media for updates on protests. If violence erupts, leave the area immediately. Check traffic conditions and allow extra time for travel in downtown areas of Belgrade and other major cities on the afternoon of Dec. 4.
