Clashes occurred during a protest by business owners outside the Verkhovna Rada (Parliament building) on Dec. 17. At least one person has been injured in the violence, which has reportedly involved the use of firecrackers. The protesters are demanding that a proposal to suspend the use of cash registers, currently under discussion in the Verkhovna Rada, be withdrawn.
Further violence is possible, particularly if protesters attempt to breach police cordons. A heavy security presence will almost certainly remain in the area over the coming hours, and localized disruptions are likely to persist. While bystanders are unlikely to be targeted in any clashes, they would face a significant incidental threat.

Avoid the vicinity of any protests and allow additional time for travel near the Verkhovna Rada and other potential protest sites Dec. 17. Heed instructions from security personnel and leave the area immediately at the first sign of a confrontation.
