Protesters plan to meet for a rally in Plaza Libertad (or Plaza Cagancha) from 18:00 and then march to the Legislative Palace where the National Assembly meets. The purpose of the action is to protest a proposed bill to grant older prisoners house arrest. Opponents argue the legislation would benefit those jailed for human rights abuses during the country's 1973-85 military rule. Related demonstrations are possible in other urban centers in Uruguay.

Large crowds and associated security measures will likely prompt localized ground transport disruptions in affected areas of central Montevideo.
