Event
The National Liberation Army (Ejercito de Liberacion Nacional, ELN) guerilla organization plans to enforce a so-called "armed shutdown" across Colombia for 72 hours starting at 06:00 Feb. 23 and ending at 06:00 Feb. 26. During such actions by the ELN, guerillas typically seek to restrict the movement of vehicles and individuals by threatening to attack those found to be out in public, unless they are engaging in humanitarian work, attending funerals, or responding to medical emergencies. The Colombian government plans to deploy additional military and police forces nationwide to counter the threat of violence; authorities have also called on the public to remain calm and continue their daily activities.
While the ELN threat is for the entire country, the guerrilla organization has its strongest presence in the western departments of Narino, Cauca, Valle del Cauca, Choco, and Antioquia, as well as in the northern department of Bolivar, and the eastern departments of Norte de Santander, Cesar, and Arauca.
A larger than usual security presence is likely in the most affected departments, as well as along major highways, and at ports, airports, and government offices across the country, Feb. 23-26. The potential for clashes between ELN fighters and government security forces is greater in rural areas. While transport operations probably will not be suspended, the increased police and military presence could create crowding and may increase wait times at airports and ports.
Context
While some armed attacks may occur, previous threats of this nature by the ELN have not resulted in major disruptions or clashes. ELN actions tend to impact primarily rural areas. The ELN has been accused of several incidents in Colombia in 2022, including a January explosives attack in Cali which left 13 police officers injured, as well as attacks on military bases in the Cesar Department, which ended with one soldier killed and 20 injured.
Advice
Avoid intercity and interdepartmental ground travel, especially in departments having significant ELN presence. Strictly heed the recommendations of authorities. Confirm appointments between Feb. 23-26. Avoid non-essential travel to western departments, areas bordering Venezuela, and rural areas.
