Authorities plan to ease COVID-19 restrictions in Metro Manila and the neighboring provinces of Bulacan, Cavite, and Laguna to level 1 protocols March 1-15. Rizal Province will remain under level 2 measures.

Under level 1 protocols, which are the lowest in a five-tier alert level system of COVID-19 curbs, all businesses may operate at full capacity but must comply with vaccination requirements for on-site work. Companies must continue to provide flexible work arrangements for employees and no longer have to set up isolation facilities within the workplace. Facemasks remain mandatory in all public areas, except in specific settings like exercising and consuming food or drink. Intrazonal and interzonal travel can occur. Public transport can operate at full capacity within level 1 areas but must adhere to capacity limitations if traveling between regions with a higher alert level classification.

Officials require individuals above 18 years old to present proof of full vaccination before participating in mass gatherings or entering indoor establishments, including restaurants, conferences, and election-related events, among others. Health declaration forms or paper-based contact tracing are no longer necessary in agencies and establishments under level 1 measures, while digital contract tracing applications like StaySafe.PH is optional. Officials may adjust measures at short notice depending on COVID-19 activity.
