Romania: Amended COVID-19-related international entry requirements in effect as of Feb. 5 /update 31
Romania enforcing new COVID-19-related international entry restrictions as of Feb. 5. Domestic controls remain unchanged.
Event
As of Feb. 5, the government of Romania is enforcing a new slate of COVID-19-related international entry restrictions. Under the new directives, authorities are no longer classifying foreign countries and territories using a color-coded system to determine which restrictions apply to each based on local infection rates. Instead, regulations now require all international travelers arriving in Romania to quarantine for five days, unless they provide proof of vaccination, proof of having recovered from COVID-19 within the past 180 days, or a negative result from a PCR COVID-19 test taken within 72 hours prior to departure for the country. Exceptions are in place for travelers aged 12 years or under, as well as for those who are in transit and remaining in Romania for less than 24 hours, among other classes of persons.
Romania will also extend its existing pandemic-related state of alert for a period of 30 days effective Feb. 7.
Domestic Measures
Most businesses and services are operating subject to social distancing and capacity limits. Health passes confirming the holder is vaccinated or recovered from COVID-19 or a recent negative COVID-19 test are required for access to many facilities. Masks remain mandatory in enclosed public spaces and crowded outdoor spaces.
International Travel Restrictions
Travelers to Romania must quarantine for five days upon arrival, unless they provide proof of vaccination, proof of having recovered from COVID-19 within the past 180 days, or a negative result from a PCR COVID-19 test taken within 72 hours prior to departure for the country. Proof of vaccination, recovery, or testing may be in the form of an EU Digital COVID-19 Certificate or a compatible digital or paper attestation in both the language of the issuing country and English. In order to be considered fully vaccinated, 10 days must have elapsed since the traveler receive the final dose of the vaccine. Exemptions from the quarantine rule are in place for certain classes of individuals, including those aged 12 years or under, persons who are in transit and remaining in Romania for less than 24 hours, diplomats, and aircrew members, among others. Authorities could reimpose, extend, further ease, or otherwise amend any restrictions with little-to-no notice depending on disease activity over the coming weeks.
Advice
Follow all official instructions. Abide by national health and safety measures. Reconfirm all travel arrangements. Consider delaying traveling if experiencing symptoms associated with COVID-19, as they may prompt increased scrutiny and delays. Liaise with trusted contacts for further updates and guidance.
