Authorities in Bulgaria and Estonia have implemented an EU ban on Russian-owned or -operated vessels from accessing their ports as of April 17. The ban also applies to Russian-flagged ships that switched flags after Feb. 24.

Exceptions will be made for Russian vessels in distress. Russian vessels only carrying items not yet subject to EU sanctions will also be permitted to dock at Bulgarian and Estonian ports, including vessels carrying petroleum products, nuclear fuel, essential pharmaceuticals, and some agricultural goods.
