Informational

Event

Motorcyclists are likely to hold protests in Bogota in early April to denounce a local government rule that would restrict travel for bikers at certain times during the week. The policy, which is set to be enforced starting April 14, would ban passengers on motorcycles 19:00-04:00 on Fridays, Saturdays, and Sundays as a way to reduce crimes.

Activists held protests throughout Bogota April 4, and have threatened to continue as long as the local government does not negotiate with them, and the policy remains in place. Large groups of bikers are likely to block or slow down traffic on major roads around the city, including the NQS (Norte Quito Sur) Avenue, Avenida de las Americas, and Avenida Caracas, as well as affecting the Transmilenio public transport system.

Transport and business disruptions are likely if the protests materialize. Heightened security near major roads and government offices is possible, and clashes and vandalism cannot be ruled out.

Context

Local authorities have indicated the measure is necessary due to the large number of crimes committed when two men use motorcycles. They indicate most of these crimes occur at night and during weekends. Bikers say the measure is too broad, and stigmatizes all users of motorcycles.

Advice

Avoid all protests as a precaution. Allow additional time to reach destinations if operating in Bogota in early April. Confirm appointments in advance.
