Ethiopia: Elevated security posture and further violence are likely in Gondar through early May after recent clashes

Heightened security and further violence are likely in Gondar, Ethiopia, through early May following recent clashes. Protests possible.

Warning

Event

Authorities are likely to maintain heightened security measures in Gondar city through at least early May following recent violence. Armed men threw an explosive device at a Muslim crowd April 26, killing at least three people and wounding five others. The incident occurred when dozens of people were attending a funeral of a local religious leader. Additionally, mosques were reportedly burned down during the attack. No group has claimed responsibility for the attack. In response to the violence, protests were reported in some cities, including Addis Ababa and Dire Dawa, April 27.

Heightened security measures are likely to include movement restrictive measures, such as curfews, and an increased number of patrols. Despite these measures, further violence could occur. Furthermore, additional protests in response to the violence could occur in Gondar and other Ethiopian cities. Gatherings near prominent mosques, government buildings, and public squares are possible. Localized traffic and commercial disruptions are likely near protest sites and in areas experiencing violence.

Advice

Consider avoiding nonessential travel to Gondar until the situation stabilizes. Maintain contact with your diplomatic representation. Avoid concentrations of armed personnel. Maintain a low profile, restrict nighttime movements, vary routines, and move in guarded convoys if operating in the region. Ensure contingency plans are regularly reviewed and updated. Avoid all demonstrations.
