Myanmar: Authorities to impose increased security during Thingyan Festival events, possible attacks nationwide April 13-16

Officials to enforce tight security during Thingyan Festival events across Myanmar April 13-16. Disruptions probable, attacks possible.

Warning

Event

Officials will impose heightened security measures nationwide during celebrations of the Thingyan Festival, which marks the Burmese New Year, April 13-16. The Myanmar military (Tatmadaw) government will hold official events across the country, including in major cities like Yangon. Celebrations in Yangon typically take place at the City Hall, Maha Bandula Park, Mya Kyun Thar Park, Thakhin Mya Park, and U Ottama Park. Thingyan celebrations usually include water splashing, in which revellers throw water indiscriminately at each other and at passersby.

Anti-military groups have called for a boycott of the official Thingyan celebrations, claiming that the festival should not take place amid ongoing unrest following the coup. Attacks by anti-military organizations and activists are possible: reports indicate that anti-military armed groups in parts of the country, including Mandalay, are planning attacks targeting Thingyan events. Anti-military demonstrations may also occur.

Police and military personnel will probably deploy to monitor event and gatherings sites due to COVID-19 and security concerns. The programs and security protocols will likely prompt localized traffic disruptions. Increased congestion at transport hubs and on major highways nationwide is likely ahead of, during, and after the holiday. Police may erect checkpoints along major thoroughfares throughout the country. An increase in petty crimes, such as theft and pickpocketing, typically occurs during the holiday.

Advice

Avoid Thingan events due to likely disruptions and possible attacks. Plan for disruptions before, during, and after the festival. Consider limiting road travel due to safety concerns. Drive defensively, especially on highways. Confirm all appointments and transport reservations during the holiday period and prepare for cancellations and delays. Closely guard valuables in crowded areas. Carry proper identification at all times.
