Warning

Event

Nepal has declared a holiday for government offices May 13 during local elections nationwide. Authorities will also close land border crossings from 23:59 May 10-23:59 May 13. Officials may allow cross-border travel for emergencies. The government will ban vehicle movement across Nepal on the voting date; emergency and official vehicles are exempt. Authorities are prohibiting liquor sales for 72 hours from 23:59 May 10. Over 17 million voters will elect over 35,000 representatives to 753 administrative units. Election officials will announce results on or before May 19.

Over 200,000 police, paramilitary, and military personnel will deploy to monitor polling. Officials are maintaining the tightest security in around 3,000 highly sensitive areas. Most areas include Lumbini, Madhesh, Province No. 1, and Sudurpaschim provinces. Party supporters may hold protests on election day, especially if voters suspect fraud or if security forces violently disperse any rally. Disruptive protests and violence are especially likely in major cities, Madhesi areas, as well as traditional strongholds of Maoist rebels.

Political parties may organize rallies leading up to the elections, as well as after the results. The largest rallies are likely in major cities, especially Kathmandu. Gatherings will likely occur at government buildings, public squares, party offices, and on major roadways. Attendance at larger rallies may be hundreds to a few thousand people.

Authorities will likely monitor gatherings and may cordon off roadways near events, causing localized transport disruptions. Police may use force to disperse protests, including firing tear gas and using water cannons. Confrontations between supporters of rival political parties may occur, possibly resulting in clashes. Minor bombings, political kidnappings, and assassinations cannot be ruled out. Significant violence may prompt localized business disruptions.

Advice

Avoid gatherings due to possible violence. If clashes break out, leave the area immediately. Comply with all security personnel instructions. Allow additional travel time near rallies and protests. Confirm business appointments in advance.
