Police put the protocols in place following two explosions targeting a bus and bus terminal in Basilan, South Cotabato, and Sultan Kudarat provinces in the Mindanao region May 26 and 30. While no group has claimed responsibility for the blasts, the Islamic State-affiliated Abu Sayyaf Group (ASG) and the communist armed wing New People's Army (NPA) are known to have staged bombings in Mindanao and other parts of the Philippines.
