Sri Lanka: Adverse weather forecast across much of the country through at least May 19
Heavy rainfall and strong winds forecast across much of Sri Lanka through at least May 19. Flooding and associated disruptions possible.
Event
Heavy rainfall and strong winds are forecast across much of Sri Lanka through at least May 19. The heaviest showers are likely to be concentrated in the southwest of the country. The Sri Lankan Department of Meteorology has warned of rainfall totals of over 10 cm (4 inches) across Western, Sabaragamuwa, Central, and North-Western provinces May 12-13 and Galle and Matara districts in Southern Province. Showers and thunderstorms are also likely over parts of Uva and Eastern provinces May 12-13. Winds are likely to intensify across Northern and North Western Province, as well as Hambantota District in Southern province, over the coming days. The department has issued an amber advisory (the middle level on a three-tier scale) for heavy rain and strong winds May 12-13 reflecting the forecast conditions, with the highest risk of heavy rain in southwestern regions and winds of 40-50 kph (25-31 mph) forecast in southern, northern, and northwestern areas, as well as over the central hills.
Due to recent rainfall and the further adverse weather forecast, the Sri Lankan Disaster Management Center has issued yellow level landslide watches (the lowest level on a three-tier scale) across parts of Kalutara, Kandy, Kegalle, Matara, Nuwara Eliya, and Ratnapura districts in the southwest of the country May 12-13. Authorities will likely issue new alerts or update/rescind existing advisories as weather conditions change over the coming days.
Hazardous Conditions
The thunderstorms will be capable of producing strong winds, heavy rainfall, and lightning. Sustained heavy rainfall could trigger flooding in low-lying communities near rivers, streams, and creeks. Urban flooding is also possible in developed areas with easily overwhelmed stormwater drainage systems. Sites located downstream from large reservoirs or rivers may be subject to flash flooding after relatively short periods of intense rainfall. Landslides are possible in hilly or mountainous areas, especially where heavy rainfall has saturated the soil.
Authorities could issue mandatory evacuation orders for flood-prone communities over the coming days. Disruptions to electricity and telecommunications services are possible where significant flooding or landslides impact utility networks.
Transport
The severe weather will likely contribute to transport disruptions throughout the country. Traffic and commercial trucking delays might occur along regional highways. Flooding downpours could inundate some low-lying roads in areas with poor drainage. Strong winds might also pose a hazard to high-profile vehicles. Hazardous weather conditions might cause flight delays and cancellations at regional airports.
Advice
Monitor local media for updated emergency and weather information. Seek updated information on weather and road conditions before driving or routing shipments through areas where severe weather is forecast. Plan accordingly for potential delivery delays if routing shipments by truck through the affected area. Do not attempt to drive through flooded areas. Confirm flights. Charge battery-powered devices in the case of prolonged electricity outages.
