India: Activists to block sections of National Highway 102 in Manipur State, 05:00 July 8-05:00 July 10
Road blockade to affect parts of Manipur State, India, July 8-10. Commercial disruptions, clashes possible.
Event
A coalition of civil organizations has called for a 48-hour blockade of the Imphal-Moreh section of the National Highway (NH) 102 in Manipur State from 05:00 July 8. Organizers are denouncing a fatal accident along the route and demanding the police act on the alleged hit-and-run incident. State vehicles used for municipal, emergency, and essential services, as well as private vehicles carrying students, are typically exempt from such actions.
The blockade could prompt delivery delays affecting commercial operations and access to essential goods such as medicine, food, and fuel. Statewide supply chain interruptions are possible in case of prolonged or widespread blockades.
Security forces will almost certainly deploy to monitor blocked roads, as well as escort government vehicles. Participants may also stage sit-in demonstrations outside government buildings or block roadways with vehicles. Protest actions are highly likely to prompt ground transport disruptions, especially along NH 2, 37, and 137A. Police will deploy to protest venues, and clashes could break out if officers attempt to disperse gatherings or remove roadblocks forcibly. Enhanced measures such as temporary controls on movement, telecommunications, and mobile internet services are possible in case of significant violence.
The approximate incident site in Thoubal District is 20 km (12.4 miles) southeast of Imphal.
Advice
Confirm all deliveries for the duration of the action; seek alternative shipping routes for time-sensitive consignments. Avoid all protests due to possible clashes; confirm road status and plan for possible travel delays, especially into or out of Imphal and Jiribam. Carry proper identification documents during travel. Do not navigate any roadblocks as protesters may react violently. Heed all security and traffic advisories.
