Clashes between rival armed groups are reportedly continuing in central Tripoli as of the early hours of Aug. 28. The fighting, which first broke out during the night of Aug. 26-27, has included exchanges of small arms and heavy weapons fire in residential neighborhoods of the city, with the Ministry of Health reporting that several hospitals and medical centers have also been shelled. Clashes have occurred in several areas of Libyan capital, including near Al-Zawiyah, Bab Ben Ghashir, and Al-Suraim streets. Confrontations have also reportedly occurred in Janzour, immediately west of Tripoli. Unconfirmed reports indicate that a militia convoy of about 300 vehicles had departed Misrata and was moving toward Tripoli during the afternoon of Aug. 27, but subsequently turned around and returned to its base. At least 23 people have been killed and over 140 others wounded in the fighting; it remains unclear how many of the casualties are civilian non-combatants. Authorities have warned residents to remain indoors. Mitiga International Airport (MJI) is still operating; however, Libyan Wings Airlines (YL) has suspended its flights for 24 hours starting during the afternoon of Aug. 27.

Further confrontations between opposing groups are likely in the coming hours and an escalation in violence is possible. Troop deployments and fighting will likely result in road closures, including secondary and primary routes serving the city. Significant disruptions to business operations and government services are also likely in areas experiencing fighting. MJI or individual carriers serving the facility could suspend operations with little-to-no notice depending on security developments.

Consider deferring nonessential travel to and within Tripoli until the violence subsides. If already in the city, shelter in place. Should clashes erupt nearby, leave the area immediately and seek shelter in a secure location while staying away from windows and exterior walls. Maintain contact with your diplomatic representation. Reconfirm the status of road routes and flights before departure.
