Niger: State of emergency extended in Diffa, Tahoua, and Tillaberi regions until at least Nov. 3

Security-related restrictions in Niger extended until at least Nov. 3 as militant attacks continue in Diffa, Tahoua, and Tillaberi Regions.

As of Aug. 1, authorities have extended a state of emergency for the regions of Diffa, Tahoua, and Tillaberi until at least Nov. 3. The extension affects all departments within Diffa Region, the departments of Tassara and Tillia within Tahoua Region, and the departments of Abala, Ayerou, Banibangou, Bankilare, Gotheye, Ouallam, Say, Tillaberi, and Torodi within Tillaberi Region.

Militant jihadist groups will likely continue to engage in armed attacks against security personnel and civilian populations. The security presence in the areas affected is likely to be maintained while counter-militant operations may occur with little or no warning. Local authorities may impose curfew restrictions at any time.

Context

Diffa Region has been under a state of emergency since 2015, while Tahoua and Tillaberi have remained under similar restrictions since 2017. The threat posed by militant jihadist attacks continues across much of the country. Local security forces remain largely unable to mitigate and remove the threat posed by the Jama'at Nasr al-Islam wal Muslimin (JNIM) and affiliated splinter groups. Attacks on military positions and civilian populations remain frequent and are likely in areas affected by the state of emergency. The southern frontier of Niger has also sustained regular militant attacks from neighboring Nigeria and the Lake Chad Basin by elements from the Boko Haram group.

Consider deferring nonessential travel to affected regions until the situation stabilizes. If travel is unavoidable, exercise a high degree of caution in affected areas and heed authorities' instructions. Maintain a very low profile, restrict night time movements, vary routines, and move in guarded convoys if operating in affected regions. Minimize exposure to potential targets, including places of worship, security installations, markets, and other crowded locations. Carry proper identification and travel documents at all times. Remain polite and nonconfrontational if stopped at a security checkpoint. Maintain contact with your diplomatic mission.
