Chile will hold a referendum on whether or not to adopt the new constitution written by its constitutional convention. If voters approve of the new constitution, the plebiscite will mark the conclusion of a process of drafting a new constitution that began in 2019 as a means of ending major unrest across the country. During the unrest, drafting a new constitution was a key demand of protesters, and renewed demonstrations are particularly likely if voters reject the new constitution in the plebiscite. Recent polling indicates that a majority of Chileans plan on voting to reject the document.

Heightened security and localized transport disruptions are likely near polling locations, election-related institutions, major plazas, and other areas where protesters frequently gather. Because protests in 2019 often occurred at stations in the Santiago Metro system, light rail disruptions are possible in the capital should demonstrations at metro stations recur. Many businesses are likely to close on Sept. 4 and could remain closed if unrest occurs following the announcement of the result.

Avoid all demonstrations as a precaution. Do not attempt to drive through any roadblocks established by protesters; wait for police to dismantle them instead. If violence occurs, immediately leave the area and seek shelter in a non-governmental building. Re-confirm business appointments. Allow for additional travel time in all metropolitan areas.
