Several major teachers' unions plan to stage a nationwide strike in Portugual 00:01-23:59 Nov. 2. The purpose of the action is to condemn the 2023 State Budget which labor leaders assert lacks proposed solutions for issues affecting teachers and educators, including salary level, job security, and working conditions. Although organizers have as yet announced no specific plans for such gatherings, striking teachers could stage demonstrations as part of their work stoppage. Protests are particularly likely near the parliament building in Lisbon, where Minister of Education Joao Costa will address the legislature in defense of the 2023 budget on Nov. 2.

Authorities will almost certainly deploy an increased police presence near any strike-related protests that may materialize. Localized transport and business disruptions are likely near demonstrations.

Avoid all demonstrations as a standard precaution. Allow extra time to reach destinations near potential protest venues. Plan accordingly for increased absenteeism among employees who are the parents or guardians of school-aged children on Nov. 2.
