Sri Lanka: Further anti-government protests planned in Colombo, as of Oct. 10 /update 9

Activists plan to protest at Colombo's Galle Face Green area, from 15:00 Oct. 10 amid ongoing unrest over the economic crisis in Sri Lanka. Participants are denouncing police action during an Oct. 9 memorial rally at the site. Protest plans may change at short notice due to law enforcement restrictions. Several dozen to a few hundred participants may join the event, potentially prompting skirmishes and mass arrests.

Further rallies are possible in Colombo city, mainly near the De Soysa/Liberty Circus intersections, Galle Face Green, Fort Railway Station, as well as key government buildings. Additionally, protests may occur over fuel-related grievances. Probable demonstration locations include fuel stations, government buildings, railway stations, public squares, and residences of politicians. Activists may block major roadways connecting Colombo to other cities. Attendance can vary by location or organizer; most rallies involve a few dozen people. Gatherings by political parties, trade unions, and student organizations draw the largest crowds.

Enhanced security measures are in place across Colombo. Security personnel typically monitor demonstrations, and roadblocks and security cordons are certain near prominent government buildings, such as the offices and residences of the prime minister and president. Authorities have repealed high-security zone designations; unauthorized public gatherings were banned in affected sites, including the parliament building, court complexes, military and police installations, and residences and offices of the prime minister, president, and top defense officials. Increased police deployment continues in the vicinity of Galle Face Green after the main protest camp was vacated Aug. 5.

Localized transport and business disruptions are likely, especially during larger gatherings and marches. Clashes are possible if protesters come close to police and/or rival activists. Security forces have previously used tear gas and water cannons to disperse demonstrations. Protests may turn violent quickly, with activists committing arson or vandalism. Authorities may restrict public movement and telecommunication services, and security officers may resort to the use of live ammunition if significant violence erupts.
