Ukraine: Russian missile strikes reported in Lviv and Vinnytsia regions Oct. 11

Event

Russian rockets and missiles struck civilian power infrastructure in the Lviv and Vinnytsia regions on Oct. 11. Following at least three rocket or missile strikes on two power production facilities in the Lviv Region, power outages are currently affecting around one-third of Lviv city, including the city center; related water supply disruptions are ongoing in the Sykhiv and Frankiv districts of the city. At least two kamikaze drones earlier struck the Ladyzhynska Thermal Power Plant in Ladyzhyn, which is located around 84 km (52 miles) southeast of Vinnytsia; all services are operating normally. While no casualties have yet been reported, authorities may update casualty figures over the coming hours. Ukrainian air defenses have also been engaged over Kyiv, Rivne, and Khmelnytskyi regions; no successful strikes have yet been reported in these areas Oct. 11.

Further aerial attacks are likely. Emergency services will respond to the incidents once air-raid alarms have ceased. Heightened security will be deployed, and travel and business disruptions are likely to continue.

Avoid travel to active conflict zones in the Kharkiv, Luhansk, Donetsk, Zaporizhzhia, and Kherson regions of Ukraine; consider leaving these areas by available ground transport if safe to do so. Exercise extreme caution if operating anywhere in Ukraine. Shelter in place if there is fighting or airstrikes in the area. Stay away from windows and exterior walls if officials report incoming rocket or artillery fire. Follow the instructions of local security personnel, especially when instructed to seek refuge in air raid shelters. Maintain contact with diplomatic representations. Due to the threat of unexploded ordnance, avoid off-road travel. Travel on well-used routes only. Do not approach suspected unexploded ordnance.
