Cambodia: Water Festival to occur nationwide Nov. 7-9

Water Festival to occur across Cambodia Nov. 7-9. Tight security, transport delays likely at event sites.

Informational

Event

Cambodia will mark the annual Water Festival public holidays Nov. 7-9. Government offices and business closures are likely during the holidays. Some ministries and state agencies may declare additional holidays on top of the public holidays.

While the government has banned main events in Phnom Penh due to COVID-19 concerns and the upcoming ASEAN Summit, Cambodians will likely still participate in other events like prayers at religious sites and rice-pounding ceremonies in the capital. Boat races and street festivals will occur in most cities and large towns nationwide. The largest events will likely take place in other major cities like Siem Reap and Sihanoukville. Authorities will probably increase security around religious sites, major highways, and transport centers. Petty crime, such as theft and pickpocketing, typically increases during the holiday period.

Transport and business disruptions will probably occur during the holidays due to increased domestic travel and heightened security measures. Substantial highway congestion and delays to domestic flights and long-distance ferry and bus services are likely. Additionally, traffic accidents typically spike in Cambodia during major holidays, including the Water Festival.

Activists may stage small demonstrations against the government during the festival, especially in Phnom Penh and other urban centers. Authorities will likely disperse protests quickly; clashes and mass arrests may occur during gatherings.

Advice

Confirm all official and business appointments and transport reservations during and in the days after the festival. Consider limiting road travel before, during, and after the holidays as a precaution. Drive defensively, especially on highways. Closely guard valuables in crowded areas. Avoid all protests due to possible clashes. Heed all official advisories and remain cooperative if stopped by authorities for security checks.
