As of Nov. 27, further protests denouncing COVID-19 restrictions protests are possible nationwide following protests in multiple urban centers since Nov. 25. The incidents began in Urumqi, Xinjiang Uygur Autonomous Region (XUAR), when protests erupted after a fire in a residential building the night of Nov. 24-25 left approximately 10 people dead. Demonstrators denounced COVID-19 lockdown measures, which they claim delayed victims from evacuating the burning building. Since then, protests have occurred in Beijing, Shanghai, Wuhan, Nanjing, Lanzhou, Guangzhou, and Xi'an, amid others, with universities often focal points for such actions. Some protests have reportedly broadened in scope to carry a more anti-government sentiment. Police have deployed heavily to monitor protests and have made some arrests, but there have been no reports of widespread violence.

Chinese authorities are usually quick to respond to protests, especially in the XUAR, where separatist sentiment remains elevated among the Uighur population. Increased security measures are likely over the coming days. Police will almost certainly deploy during protests and could use force to disperse any gatherings deemed to be disruptive; this is especially likely if the protests take on an overtly anti-government tone. Clashes between protesters and police are possible. Ground travel delays are likely near all protest areas.

Context

Chinese authorities continue to respond to new COVID-19 outbreaks in the country proactively; many urban centers have been subject to extended lockdowns as part of the government's 'Zero COVID' policy. Officials typically quickly introduce localized gathering, movement, and transport controls following reports of new locally transmitted COVID-19 cases. Given that COVID-19 lockdown measures are becoming increasingly unpopular, the risk of protest action may escalate in areas where authorities attempt to enforce new restrictive measures in response to localized outbreaks.
