Uganda: Increased security measures likely nationwide around security installations through at least end of November
Heightened security likely nationwide through at least end of November amid increase in attacks against security personnel.

Heightened security measures are likely around sensitive installations nationwide through at least the end of November. This comes after the Uganda People's Defence Force confirmed that unidentified assailants killed a soldier posted at the Gadaffi barracks in Jinja late Nov. 17 and stole weapons as they fled. In addition, the following incidents have been reported in recent weeks:
Nov. 13: Unknown assailants riding a motorcycle opened fire against a police post in the Kyanja area of Kampala without casualties reported.
Oct. 31: Unidentified assailants attacked a police station in Busika, Luweero District, killing two officers and stealing weapons.
July 26: An attack against a police checkpoint along the Kampala-Gulu highway near Luwero city left one officer dead, while weapons were also stolen.
An increased security presence and related measures could cause localized transport disruptions, notably in the vicinity of the abovementioned areas. Security forces may increase random searches of vehicles and personnel. Further such attacks cannot be ruled out.

Plan for an increased security presence in the near term. If possible, avoid military and police installations and checkpoints, and other sensitive areas with a substantial security presence. Remain courteous and cooperative if approached and questioned by security personnel.
