Ukrainian officials have reported over 90 Russian missile attacks targeting Kyiv, Lviv, and Zhytomyr, Nov. 15. Explosions have been reported in at least 11 out of the 24 Ukrainian regions. Most of the missiles targeted energy infrastructure facilities, although several missiles hit residential buildings in Kyiv. Initial reports indicate that at least one person was killed during the attack, and several individuals were injured. Officials in Kyiv assert that the nation's air defenses 70 of the missiles, with at least 15 power facilities actually being struck in the attack.

In Lviv, Mayor Andriy Sadovy indicated that around 80 percent of the city remains without electricity; blackouts have been reported in other cities nationwide, including Kyiv, Mykolaiv, Odesa, Zaporizhzhia, and Kryvyi Rih. Ukrenergo, the nation's electricity transmission system operator, has initiated emergency power shutdowns to balance the power system and avoid equipment accidents. The metro system in Kyiv continues to operate; authorities have, however, shut down the red line.

A heightened security and emergency presence is likely at targetted sites over the coming hours. Travel and business disruptions are likely in affected areas as the emergency response continues.

Exercise extreme caution if operating anywhere in Ukraine. Shelter in place if there is fighting or airstrikes in the area. Stay away from windows and exterior walls if officials report incoming rocket or artillery fire. Follow the instructions of local security personnel, especially when instructed to seek refuge in air raid shelters. Maintain contact with diplomatic representations. Due to the threat of unexploded ordnance, avoid off-road travel. Travel on well-used routes only. Do not approach suspected unexploded ordnance. In areas previously occupied by Russian forces, be aware of booby traps. Stock up on fuel for generators when possible.
