Suspected members of the Tutsi-led M23 militia group attacked the town of Kishishe, Rutshuru territory, North Kivu Province, Nov. 29, killing at least 50 people. M23 asserts that a recently brokered ceasefire with DRC forces is not applicable.

A heightened security presence will likely remain in the area over the coming days. Further violence and attacks are likely as government forces attempt to regain control of the eastern provinces. Officials in the DRC could implement movement restrictions, including curfews and vehicle checks, in the impacted area.

Context

Since November 2021, the M23 rebel group has increased attacks targeting the civilian population and the armed forces in eastern DRC. In recent months similar clashes were reported across Rutshuru territory. In June, the M23 captured the town of Bunagana.

The M23 is seeking to pressure the government to honor a peace agreement signed in 2013, allowing the reintegration of the armed forces into society, among other issues. In April, the group allowed for a truce with the government; however, it did not attend peace talks launched between the government and armed groups in Kenya.

The Nov. 29 incident highlights the persistent and elevated threat of violence in the eastern regions of DRC despite the implementation of a State of Siege in North Kivu province. Multiple armed groups operate in the area. Violence in the region has left hundreds of people dead since 2021.
