Local authorities in Ayerou Department, Tillaberi Region, are enforcing a security-related nighttime curfew from 20:00-05:00 as of Dec. 8. The measure, which entered into effect on Dec. 7 and will remain in force until further notice, is in response to a recent increase in militant attacks against civilians. All vehicular and pedestrian movement is prohibited during curfew hours; however, security forces, government officials, and emergency services are exempt.

Authorities may adjust the curfew hours with little to no notice depending on the local security situation. Additional security checkpoints and patrols are likely in the area. Officials may enact other restrictions on movement or public assembly. Military and police forces will almost certainly maintain a counterterrorism presence in the affected region; clashes between militants and government forces are likely.

Context

A state of emergency has been in effect in the Tillaberi Region since 2017 due to frequent jihadist militant attacks. The directive will remain in force until at least Feb. 3 and will likely be extended. Local security forces remain largely unable to completely counter the threat posed by the Jama'at Nasr al-Islam wal Muslimin (JNIM) and affiliated splinter groups. The frontier with neighboring Mali has sustained regular cross-border militant attacks targeting the civilian population, security forces, government infrastructure, and places of worship. The threat from terrorism, crime, and kidnapping remains high in the frontier regions.

Consider deferring nonessential travel to the area until the situation stabilizes. If travel is unavoidable, exercise a high degree of caution and heed authorities' instructions. Maintain a very low profile, vary routines, and move in guarded convoys if operating in affected regions. Minimize exposure to potential targets, including places of worship, security installations, markets, and other crowded locations. Carry proper identification and travel documents at all times. Remain polite and nonconfrontational if stopped at a security checkpoint. Maintain contact with your diplomatic mission.
