Informational

Event

Activists and relatives of slain union leader Chea Vichea may demonstrate in Phnom Penh Jan. 22 to mark the 17th anniversary of his assassination. Any action will likely occur at Chea Vichea Memorial Statue; local officials have approved a request from the Federation of Free Trade Unions of Cambodia to hold a commemorative event at the location. Other possible gathering sites include government buildings and popular demonstration sites like Wat Botum Park. Dozens to hundreds may participate in any event.

Authorities will likely increase security, which may prompt localized traffic disruptions around any rally site. While major unrest is unlikely, minor clashes between police and participants cannot be ruled out.

Context

Gunmen assassinated Vichea, a popular union leader and vocal opposition supporter, near Wat Langka Pagoda in Phnom Penh, Jan. 22, 2004. Authorities have not found the perpetrators yet. While Prime Minister Hun Sen ordered the formation of a special committee in 2015 to investigate the murders of several union leaders, including Vichea, many of Vichea's supporters have argued that the committee has not been effective.

Advice

Avoid any rally Jan. 22 as a precaution. Plan for possible road closures near any rally and seek alternative routes to circumvent the area. If any violence occurs nearby, immediately depart the area and seek shelter at a non-government building. Heed all official traffic and security advisories.
