Italian Prime Minister Georgia Meloni will meet with Prime Minister Abdul Hamid Dbeibah, of the Government of National Unity (GNU), in Tripoli Jan. 28. The purpose of the visit is to discuss a gas agreement between the Italian national oil producer ENI and its Libyan counterpart. Although details remain unclear, the meetings of the high-level delegation in Tripoli will likely take place at the Prime Minister's office. Increased security is likely in Tripoli, especially near the Prime Minister's office. Authorities will probably erect checkpoints and block roads to facilitate the Meloni's movements, leading to temporary localized disruptions.

Prime Minister Fathi Bashagha of the eastern-based Government of National Stability (GNS) has warned against any agreement signed between the GNU and Italy. Activists and militants affiliated with the GNS could stage protests during the visit. Demonstrations could occur at the Italian Embassy in Tripoli, the Prime Minister's office, and other government buildings. Clashes between security forces and protesters cannot be ruled out, particularly if demonstrators are overly disruptive or if they ignore police orders to disperse.
