Businesses, markets, schools, universities, banks, and administrative offices are likely to close Feb. 14, while public transportation services have been asked not to operate. Related protest marches are possible across the province, notably in Bukavu and Uvira. Protests could gather in city centers, near government buildings and along roadways.

A heightened security presence is likely across South Kivu Feb. 14. Protests and related clashes are possible if protesters ignore police orders to disperse. Localized ground travel disruptions are likely near all protest locations. Demonstrators could gather at border crossing points with Rwanda, potentially leading to disruptions.

Context

Since November 2021, the M23 rebel group has increased attacks targeting armed forces in the eastern DRC. Rebels have taken control of several localities in the Rutshuru, Masisi, and Nyiragongo territories.

The M23 is seeking to pressure the government to honor a peace agreement signed in 2013, which allows the reintegration of the armed forces into society, among other issues. The M23 has repeatedly asked for direct dialogue with DRC authorities, which have so far refused.
