DRC: Further protests possible in Goma through early February
Further protests in opposition to the M-23 rebel group are possible in Goma, DR, through early February.
Event
Further protests in response to M-23 rebel activity in North Kivu are possible in Goma through early February. Demonstrators have gathered periodically since early February to voice frustration over the alleged inability of the local security and regional forces to contain the rebel threat. Protests were reported Feb. 2 and 3 and early Feb. 4. Road travel disruptions were reported.
Additional demonstrations over the issue could take the form of street protests, protest roadblocks, strikes, or a combination of actions. Officials will likely deploy additional police to monitor demonstrations, disperse protesters, or clear roadblocks. Ground travel and business operation disruptions may also occur. Demonstrators could confront security forces or United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) vehicles, personnel, or facilities. Violence during these occurrences is likely. Demonstrations against MONUSCO have been reported in Sake, located west of Goma, Feb. 4.
Advice
Avoid all protests and demonstrator roadblocks. Do not travel through blockages until protesters have dispersed or officials have cleared roadblocks. Coordinate travel with a trusted local contact and reconfirm the status of road routes before departure. Maintain contact with your diplomatic representation.
