Workers plan to rally in Phnom Penh May 1 to mark Labor Day; protests possible in other cities. Tight security likely; disruptions possible.

Informational

Event

Unionized workers from the Cambodian Confederation of Unions (CCU) and Cambodian Alliance of Trade Unions (CATU) plan to demonstrate in Phnom Penh May 1 to mark Labor Day. Participants intend to gather at the Council for the Development of Cambodia (CDC) from 06:30 before marching along Preah Sisowath Quay to the National Assembly. Organizers claim that around 2,000 people will participate in the event.

Workers' groups and other activists may stage rallies in other cities and locations in Phnom Penh the same day. Possible gathering sites in Phnom Penh include City Hall, Freedom Park, Phnom Penh Municipal Court, Veng Sreng Boulevard, Wat Botum Park, factories, and other government buildings and popular rally locations, such as prominent intersections and plazas. Demonstrations may also occur in Siem Reap and Sihanoukville. Hundreds of people could participate in any action.

Authorities will likely enact increased security measures, including deploying additional personnel, at any gathering site. Localized transport and business disruptions may occur, particularly if there is a high turnout or protesters occupy nearby streets. Clashes are possible if police forcibly disperse demonstrators or activists attempt to breach any security barriers. Mass arrests may occur if any action occurs without a public gathering permit.

Advice

Avoid any demonstrations May 1 due to possible clashes. Seek updated information from local contacts on protest plans and related disruptions, as organizers may not announce details in advance. Exercise caution if operating near known and possible rally sites. Plan for possible transport and business disruptions near gatherings and seek alternative routes to circumvent affected areas. If any violence erupts nearby, immediately leave the area and seek shelter at a safe non-governmental building. Heed all official traffic and security advisories.
