Armed assailants attacked the village of Enebula, west of Oicha, North Kivu Province, April 7, killing approximately 20 people and injuring an unknown number more. The motive for the assault is unclear. Authorities have blamed the Islamic State (IS)-aligned Allied Democratic Forces (ADF) for the attack; IS claimed responsibility for the attack April 8.

A heightened security presence is likely in the area in the coming hours and days. Further attacks are possible.

Context

The threat of militant violence is severe in eastern regions of the DRC despite the implementation of a State of Siege in Ituri and North Kivu. Fatal attacks and kidnappings conducted by some of the numerous armed groups operating in the area are regularly reported. Militants usually use significant and indiscriminate violence, and foreign personnel may become the target of attacks due to the perception they are wealthy and vulnerable.
