At least 40 civilians were killed in militia attacks on three villages in Djugu territory, Ituri Province, May 12. The attacks occurred in the early morning. It is unclear who the perpetrators are, as at least two competing militias - the Cooperative for the Development of the Congo (CODECO) and the Patriotic and Integrationist Force of Congo (FPIC) - operate in the area. Ituri Province remains under a State of Siege, giving operational control to armed forces and enforcing martial Law.

Officials have likely deployed additional security forces in the area. Violence could continue in the coming days. Movement restrictions, including road closures and curfews, are possible in the affected areas.

Context

The threat of militant violence is severe in eastern regions of the DRC despite the implementation of a state of siege in Ituri and North Kivu. Fatal attacks and kidnappings are regularly carried out by some of the numerous armed groups operating in the east of the country. Militants typically employ significant and indiscriminate violence in such assaults, and foreign personnel may be targeted in attacks due to the perception that they are wealthy and vulnerable.
