Increased security likely in Kwango, DRC, through at least mid-Aug. after armed attack leaves at least 10 people killed on Aug. 11.

Informational

Event

Authorities will likely maintain an increased security presence in parts of Kwango Province through at least mid-August after an armed attack left at least 10 people dead on Aug. 11. A group of armed assailants reportedly burnt down several homes and killed local residents in Ipongo, Popokabaka District. Although no group has claimed responsibility for the incident, officials believe that a rebel militia known as the Mobondo is behind the attack.

Authorities have imposed restrictions on public movement between 16:00-23:59 until further notice as a precaution. Security personnel may enact additional restrictions and/or expand the existing measure to encompass additional areas depending on the severity of the perceived threat. Associated localized transport and business disruptions are possible. Similar militant attacks are likely in Kwango Province over the coming weeks.

Context

The threat of militant violence is severe in eastern regions of the DRC. There are regular reports of fatal attacks and kidnappings conducted by some of the numerous armed groups operating in the area. Militants usually use significant and indiscriminate violence, and foreign personnel may become the target of attacks due to the perception that they are wealthy and vulnerable.

Advice

Consult local security partners on the viability of traveling in the affected area. Travel in convoy and during daylight hours only. Maintain contact with diplomatic missions. Adhere to directives issued by local authorities.
