Taxi drivers affiliated with the South African National Taxi Council (SANTACO) have called off their strike in Western Cape Province effective late Aug. 10 after talks between union leaders and provincial authorities resulted in an agreement. Under the accord, the two sides will use the next 14 days to work toward releasing impounded vehicles.

Transport disruptions and strike-related acts of violence may not abate immediately despite the announcement; residual incidents could continue over the coming days. Authorities will almost certainly maintain an elevated security posture until it becomes clear that disruptions and clashes have indeed ended. Taxi drivers could resume their action at any time if they perceive that the provincial government is failing to uphold its side of the agreement.

Context

Frequent disputes between Western Cape authorities and taxi associations over ownership, security standards, and driving conditions have led to repeated bouts of protest and violence. The most recent strike and related protests erupted in reaction to the government's impounding of minibus taxis for traffic violations following the collapse of negotiations between labor leaders and provincial officials. Striking drivers blocked roadways and clashed with police during the labor action; at least five people died in the violence.

Confirm ground transportation reservations and public transport routes until it becomes clear that the protests and violence associated with the recent strike have indeed abated.
