Ongoing cross-border tensions will likely persist along the Torkham checkpoint between Afghanistan and Pakistan through at least mid-September. On Sept. 6, security forces on both sides exchanged fire after Taliban authorities allegedly began to unilaterally construct a new checkpoint near Torkham, purportedly in violation of an existing mutual agreement and after receiving multiple warnings to halt the project. According to officials in Kabul, the tensions contributed to short-lived skirmishes that reportedly left a Taliban security personnel and a civilian killed; Taliban authorities have also allegedly denied undertaking such construction. The resultant cross-border closure has resulted in associated transport and business disruptions in recent days. As of Sept. 10, it remained immediately unclear when the affected border tensions and closure would normalize.

Officials are certain to maintain a heightened security posture along both sides of the border. Further isolated clashes, gunfire, and other security incidents cannot be ruled out. Authorities may implement enhanced security measures, including roadblocks, depending on the severity of the perceived threat. Existing transport and business disruptions are likely to persist until the border crossing reopens. Associated shipping delays are possible. Related demonstrations may occur near the impacted area over the coming days.

Torkham border checkpoint is around 69 km (43 miles) east-southeast of Jalalabad, Afghanistan, and about 42 km (29 miles) west-northwest of Peshawar, Pakistan.

Context

The Sept. 6 cross-border incident and resultant closure of the Torkham checkpoint is the latest in a series of sporadic skirmishes that have erupted between Afghanistan and Pakistan security forces in recent years. As of Sept. 10, authorities from both sides have convened on multiple occasions to reach a consensus on the alleged unilateral construction of new posts along the border. Similar cross-border clashes previously occurred in mid-February, which prompted the closure of the Torkham checkpoint for several days over a similar issue.
